The Facts.—The plaintiff claimed to be a Polish citizen by virtue of a Polish Law on Citizenship of January 20, 1920. The administrative authorities contended that by virtue of the Peace Treaty of Riga of March 18, 1921, published in the Polish Journal of Laws on June 18, 1921, the plaintiff was a citizen of Russia or the Ukraine, having lost his Polish citizenship as from April 30, 1921 (the date of the exchange of ratifications of the Treaty). The plaintiff maintained that the Law of 1920 provided that a Polish citizen who was liable to active military service could not acquire the citizenship of a foreign country without the consent of the Polish Minister for Military Affairs, that he was liable to...
